Charles W. Roesler was born in Germany in 1822 and owned a barbershop in Carbondale before coming to Scranton to work as the City's first white barber at the Wyoming House in 1852.

He was elected Scranton's high constable in 1856, a post he held until the incorporation of Lackawanna County in 1878, at which time he was appointed Scranton's first Chief of Police.

He also organized the city's first fire company, the Neptune Hook and Ladder.  He served on city council, as city marshall and was a notary public.
